Barcelona's City Council has approved a significant increase to its municipal tax on cruise passengers, tripling the current charge to €24 per person, according to Spanish local news outlet Metropoli Abierta. The decision was confirmed following a meeting of the city's Committee on Economy and Finance.

For the many UK holidaymakers who book Mediterranean cruises calling at Barcelona each year, the change is a useful one to understand before booking a 2027 sailing — even if the direct impact on ticket prices is likely to be modest.

What's Changing, and Who Pays It

The increased fee applies to guests staying in Barcelona for less than 12 hours — in other words, most cruise passengers on a typical port-of-call visit rather than those starting or ending their cruise in the city. The rise was originally proposed by Mayor Jaume Collboni earlier this year, as previously reported by Cruise Industry News, and was initially expected to be phased in gradually through to 2029. Barcelona's council has now opted to bring in the full increase immediately instead.

On top of the new €24 municipal charge, passengers will also pay a further €6 in regional taxes, bringing the total additional cost per person to €30. The measure still needs to be formally enacted through the city's fiscal ordinances process, expected to conclude by the end of the year.

Why Barcelona Is Raising the Fee

According to Metropoli Abierta, supporters of the measure argue that current levels of cruise tourism are unsustainable for the city, placing pressure on daily life in local neighbourhoods. Marc Serra, representing the BComú political party, described the tax rise as a tool to encourage cruise lines to consider other destinations.

The change is also intended to encourage more homeporting — cruises that begin or end in Barcelona — rather than short port-of-call visits, which typically bring less economic benefit to the city relative to the strain on local infrastructure.

Barcelona has reportedly also been discussing a cap of 3.5 million cruise passengers annually, alongside a previously reported plan, covered by Cruise Industry News, to reduce the number of cruise terminals at its port. Three existing terminals are expected to be demolished to make way for a single larger, more modern facility as part of the city's wider infrastructure plans.

For most UK passengers, a port tax of this kind is built into the cost of a cruise fare or added as a small port charge rather than something paid directly — so the everyday impact on holidaymakers is likely to be limited. Despite the tax increase, Barcelona continues to be one of the most popular calls on Western Mediterranean cruises for UK travellers, thanks to its combination of beaches, architecture — including Gaudí's Sagrada Família — and easy walkable access from the port to the city centre. A modest rise in local taxes is unlikely to change that appeal, though it does reflect a broader trend of European cities looking to manage the pressures of cruise tourism more actively.
